NETEC Inspection and Testing (Beijing) Co., Ltd. is the main legal entity of the National Elevator Inspection and Testing Center. It is also the affiliated management unit of the Construction Machine-Tool and Formwork-Scaffold Quality Inspection Department of the National Construction Engineering Inspection and Testing Center. The abbreviation and registered trademark are both "NETEC". As a wholly-owned subsidiary of Beijing Institute of Construction Mechanization Co., Ltd. (subordinate to China Academy of Building Research Co., Ltd., a central enterprise), NETEC mainly engages in the inspection and testing, appraisal and review, technical services, etc. of  elevator, lifting machinery, aerial work machinery, and construction machinery products.

The predecessor of the National Elevator Inspection and Testing Center was established in 1984. In 1991, the National Technical Supervision Bureau issued No. 134 "National Product Quality Supervision and Inspection Testing Center Accreditation Certificate", and was officially named " National Elevator Inspection and Testing Center ". In August 2021, with the approval of the National Accreditation and Accreditation Supervision and Administration Commission, it was renamed "National Elevator Quality Inspection and Testing Center"

NETEC mainly engages in the inspection and testing, appraisal and review, technical services, product certification, etc. of elevator, lifting machinery, aerial work machinery, and construction machinery products, and is allowed to use marks such as "CMA" and "CNAS". In 2003, it was authorized by the former Boiler Bureau of the State Administration of Quality Supervision, Inspection and Quarantine as the "first batch of special equipment type test institutions" and "special equipment administrative license appraisal and review institutions".

The business scope of the Construction Machine-Tool and Formwork-Scaffold Quality Inspection Department includes a series of construction scaffold products: attached lifting scaffolds,door-type scaffolds, socket-type scaffolds, steel pipe scaffold fasteners, and steel plate stamping fasteners. It undertakes national quality supervision and random inspection, product certification, production license, new product appraisal inspection, and other entrusted inspection tasks for some products. Originally, there was a Review Department of the National Office of Industrial Product License for the Production License of Building Steel Pipe Scaffold Fasteners, which was responsible for organizing the industrial product production license (replacement) issuance, enterprise production condition review, and product inspection work for scaffold fastener production enterprises across the country.At the same time, it undertakes the inspection and testing, installation acceptance, safety assessment, etc. of various construction machinery, formwork frames, construction lifting equipment and aerial work equipment and other products. In addition, it also undertakes technical services such as construction safety quality inspection, construction safety status monitoring and technical training entrusted or purchased by some domestic government departments, development enterprises and construction enterprises.

NETEC has a testing area of about 5,200 square meters and an office area of about 1,400 square meters. It has an advanced and complete testing equipment system, including one high-speed elevator test tower and one progressive safety gear test tower, and is equipped with various testing equipment, instrument more than 600 sets for elevators, lifting machinery and components.

NETEC has 75 employees for now, including 50 type test personnel and 27 elevator product manufacturing and construction license appraisal and review personnel.

NETEC implements the principles, policies and laws and regulations of the country regarding product quality, implements national standards and relevant professional standards, and engages in the supervision and spot check, quality appraisal, arbitration inspection, type test, appraisal and review, product certification, technical consultation, etc. of the quality of elevator, lifting machinery and construction machinery products; undertakes third-party inspection, safety assessment, and national government procurement tasks at all levels entrusted by relevant units and departments; undertakes the compilation of relevant safety technical specifications, national standards and industry standards; NETEC has participated in the drafting of more than 140 standard documents, including 53 national standards and more than 90 group standards. It conducts research on testing technology and test methods, the development of testing equipment, and personnel training in elevator, construction machinery and formwork product standards, testing technology, etc.
