Article 57 of the "Special Equipment Safety Law of the People's Republic of China" stipulates that "the department responsible for the supervision and management of special equipment safety shall, in accordance with this law, implement supervision and inspection on special equipment producers, operators, users and inspection and testing institutions". With the continuous development and deepening of China's market economy, China's elevator industry has developed rapidly, and the number of elevators producerss, elevator inspection institutions, elevator testing institutions, elevator users, and the number of in-use elevators is increasing. In particular, the number of in-use elevators has ranked first in the world. Due to the limited number of personnel and the lack of certain technical professional foundations in the department responsible for the supervision and management of special equipment safety, it is necessary to invite third-party technical institutions to provide technical support for the supervision and inspection implemented by them through the way of government purchasing services.
